Note 1: In the
late 1960s, MSC meteorological operations in Montreal were organized
into three offices under the Department of Transport: The Central
Analysis Office (CAO) (later CMC) which did the national analyses
and prognoses; The High
Level Centre, which focused on hemispheric upper air analyses
and
prognoses, for aviation as well as the rest of the forecast offices;
and
the Montreal Weather Office at Dorval (later to become the Quebec
Weather Centre) which was responsible for the public and aviation
forecasts for Quebec Region. The High Level Center's main
responsibilities were to provide forecasts, for aviation mainly, over
the north Atlantic. The technology reached a point that the Center
could not improve on the model forecasts over the Atlantic so these
were taken over by CAO sending model forecasts in place of the charts
previously issued by the High Level Center. Responsibility for
the high level sig wx and the stratospheric (30 mb) analyses were
