Photos 8, 9, 10 and 11 came from a roll of film of a student Green Plan event staged in Jacques Cartier Park in 1991.

Rai King was there (Photo11) and he has been identified.

The others here are possibly from Communications Directorate, EC HQs in Gatineau.
