Debra Wunch
for her 2017
paper Comparisons of the Orbiting
Carbon Observatory-2 (OCO-2) XCO2 measurements with TCCON,
published in Atmospheric Measurement
Techniques. Dr. Wunch's paper was a data-evaluation technical
tour-de-force, with 45 scientists from 19 institutions around the
world, allowing for the measurement of CO2 from the OCO-2
satellite with sufficient precision and accuracy to unlock our
understanding of greenhouse gas emission sources and natural sinks.

Bob Keeley
for
his career-long dedication to the development of modern data systems in
oceanography and, in particular, for his role in the creation of the
data management system for the global Argo float program. Bob
stood out in the international Argo data management team due to his
leadership skills and his deep and functional knowledge of ocean
observing systems, from the in situ sensor to the international
bureaucracy.

record-low Arctic sea ice coverage was not the root cause.

David Grimes for his lifelong
dedication to the advancement of meteorological science and service
nationally and internationally. His exceptional leadership in driving
transformation and change both in Canada, and as President of the World
Meteorological Organization (2011-2019), has resulted in new
partnerships, alliances and opportunities for the meteorological
community to serve citizens globally. In recent years, he drove
the most significant restructuring of the WMO in order to position the
UN Agency and its members to meet the challenges and opportunities of
the coming decade. As Assistant Deputy Minister of the MSC for over 13
years, he led an ambitious re-investment plan resulting in a major
modernization of the organization's meteorological and hydrometric
infrastructure. He has been a dedicated advocate for advancing
polar prediction, research and community engagement; and for the
critical role climate services must play in s adapting to a changing
climate. Throughout his career David has been a steadfast advocate for
capacity building in developing countries, and providing a voice for
citizens of the world most profoundly impacted by a changing climate
and severe weather.

dernieres années, il a piloté la plus importante
restructuration de
l'OMM afin de positionner l'agence des Nations Unies et ses membres
pour qu'ils puissent relever les défis et saisir les occasions
de la
prochaine décennie. En tant que sous-ministre adjoint du SMC
pendant
plus de 13 ans, il a dirigé un ambitieux plan de
réinvestissement qui a
abouti a une modernisation majeure de l'infrastructure
météorologique
et hydrométrique de l'organisation. Il a été
un défenseur dévoué de
l'avancement des prévisions polaires, de la recherche et de
l'engagement communautaire, ainsi que du role essentiel que les
services climatiques doivent jouer dans l'adaptation au changement
climatique. Tout au long de sa carriere, David a été un
fervent
défenseur du renforcement des capacités dans les pays en
développement,
et a donné une voix aux citoyens du monde les plus
profondément touchés
par le changement climatique et les phénomenes
